Outline of projects related to the 3rd medium term
plan for Shimane Prefecture (2000~2004)




1 Construction of San-in Expressway

Total Length: Approximately 384 km (Tottori City, Tottori Prefecture ~ Miya City Yamaguchi Prefecture)
Length within Shimane Prefecture: Approximately 190 km
Completed section: Yasugi to Shinji
Proposed road works: Preparation of the Shinji-Izumo section and Gotsu and Masuda Expressways and commencement of construction on the Nima-Yunotsu Expressway and Masuda-Misumi Expressway.


2 Construction of the Trans-Chugoku Expressway Onomichi-Matsue Branch

Total Length: Approximately 137 km (Onomichi City, Hiroshima Prefecture ~ Matsue City, Shimane Prefecture)
Length within Shimane Prefecture: Approximately 51 km
Opening dates: It is aimed to open Mitoya-Shinji section in the 2002 fiscal year, in addition to proceeding with improvements to the Miyoshi-Mitoya section.


3 Formation of an aviation network

In order to expand regional exchange over a broad area both within Japan and overseas it is planned to proceed with the formation of an aviation network providing links with principal domestic airports and neighboring airports.
Further, whilst aiming for the establishment of regular flights to the Republic of Korea, improvements will be sought to access to those airports with many regular international flights.


4 Formation of a base for exchange within the Japan Sea rim (Hamada Port)

In seeking to function comprehensively as a base for exchange and distribution of goods in the Japan Sea rim,improvements to associated facilities are being progressed. Further realization of the port's potential as a base for the international passage of goods is being pursued through such measures as the promotion of the regular international shipping service to the port of Pusan in Korea, opened in March 2001.


5 Increasing speed and revitalization of the San-in Main Line

It is aimed to commence operation of a service which connects Masuda City and Matsue City in 2 hours during summer 2001, with the introduction of new model carriages and improved ground facilities in conjunction with the municipalities along the JR line.


6 Construction of an advanced information system (Shimane Frontier Network)

Responding to the needs of the information age, provision of the 'Shimane Information Frontier 21st Century Plaza', together with an optical fiber network, is being progressed towards completion during the 2001 fiscal year.

7 Improvements to the infrastructure supporting the Lake Shinji-Nakaumi metropolitan area.

Improvements will be made to the metropolitan infrastructure through such projects as rezoning of land and road works.

Improvements will be made to the metropolitan infrastructure through such projects as rezoning of land and road works.


9 Formation of a base for support of industry

Progress is being made towards establishment of a base to assist the technological advancement and creative development of local industry, wherein will be a concentration of human resource, research development and other industrial support organizations, research development corporations and software industries. (The Soft Business Park is scheduled for subdivision in the 2001 fiscal year)


10 Provision of a cultural center

Shimane Prefecture Art and Culture Center (tentative name) is to be established so as to form a nucleus for public appreciation of the Arts and participation in cultural activities. (Scheduled opening: 2004)


Also, the Folk History Museum and Ancient Culture Research Center (tentative name) are to be established, with the Folk History Museum to be located in Taisha Town primarily as an exhibition center and the Ancient Culture Research Center located in Matsue primarily as a research center.
